1. Four concepts worth separating

The names are similar but describe different things. CPM and CPC are standard reach or click buying models. oCPC and oCPM optimise towards a selected conversion while retaining click or impression billing respectively.

2. CPM: reach and exposure

CPM expresses cost per thousand impressions and the standard objective is reach. It is a way of buying exposure; it does not by itself imply attention, traffic or commercial value.

A low CPM only says exposure is inexpensive. CTR, conversion and business outcome still determine whether that exposure was useful.

3. CPC: traffic with a maximum bid

For standard CPC campaigns, advertisers set a maximum CPC bid at ad-group level. OpenAI currently recommends starting at roughly $3–$5 USD per click as a maximum starting bid.

That range is not an average CPC, a mandatory floor or a guaranteed price. Ads Manager may also provide bid-strength guidance about whether the bid is likely to be competitive or may limit delivery.

4. Relevance-weighted second-price auction

OpenAI describes ad selection as a relevance-weighted second-price auction. Bid therefore competes inside a system that also considers relevance and expected value.

Your maximum bid is not automatically the amount paid. And weak relevance is not sustainably solved by simply raising the bid.

5. oCPC: optimise for conversions while paying for clicks

oCPC optimises towards one selected supported standard conversion event while billing valid clicks. OpenAI uses predicted conversion likelihood to determine how the campaign competes for those clicks.

The Bid Cap is a conversion-oriented bid used to compete in the auction; it is not the price of a conversion, a target CPA or a guaranteed achieved CPA. Actual CPC and observed CPA depend on auction dynamics and performance.

6. oCPM: conversion optimisation with impression billing

oCPM is currently in beta and access is expanding. The campaign is billed on impressions served and optimises towards a selected conversion using a broader set of eligible signals.

Those signals can include conversions following ad clicks and ad views. oCPM therefore broadens the optimisation and attribution surface, but it should not be presented as universally available to every account.

7. View-through and click-through signals

For oCPM, eligible signals can include conversions that follow an impression without a direct click when those measurement capabilities and windows are available. OpenAI recommends reviewing click-through and view-through conversion reporting where supported.

This makes attribution-window awareness and first-party reconciliation with analytics, ecommerce or CRM even more important: a larger reported total does not automatically mean more incremental business.

8. Why there is no serious universal “average ChatGPT Ads CPC” yet

There is no universal “average ChatGPT Ads CPC” that should be treated as a serious benchmark. The $3–$5 figure is maximum starting-bid guidance for standard CPC campaigns, not evidence of what the market pays on average.

OpenAI also states that there is currently no universal recommended bid amount for conversion-optimised campaigns. Vertical, market, relevance, inventory, objective and conversion value all affect economics.

9. Bid and budget are different controls: daily budget is averaged over seven days

The bid controls how the campaign competes for an opportunity; the budget controls how much spend the campaign can absorb. In Ads Manager, the current daily budget is an average daily amount over a seven-day period, not a hard daily cap.

OpenAI documents that spend can reach up to 2× the daily budget on an individual day and up to 7× the daily budget across the applicable seven-day window. Pacing, alerts and risk controls should therefore use the full window rather than assume a fixed daily ceiling.

For an initial bid we work from conversion value, required signal and acceptable downside. If delivery is weak, relevance, structure, inventory and bid all need to be reviewed before concluding that the channel has failed.

10. Business outcome remains the final metric

CPM, CPC, CTR, conversion rate and cost per conversion help diagnose the mechanics of the channel. None should decide scale in isolation. The final metric needs to represent business: order, revenue, margin, qualified lead, opportunity or another conversion with defensible value.
